Self-declare foods

Under food safety regulations, food manufacturers and traders must self-declare their products before placing them on the market. The group of products subject to self-declaration includes pre-packaged processed foods, food additives, processing aids, food containers, and materials in direct contact with food. Raw materials used exclusively for export production or internal manufacturing, without domestic circulation, are exempt from this requirement.

The self-declaration dossier consists of: a Self-Declaration Form (Form No. 01) and a valid food safety test report issued within the last 12 months by a laboratory meeting ISO standards as required by law.

Businesses may complete the self-declaration by publishing it on mass media, their official website, or by publicly posting it at their headquarters, while also submitting one copy to the competent authority. After the self-declaration is made, the business may immediately manufacture and distribute the product and bears full responsibility for its safety.

State authorities only receive and archive the dossier. If a product’s name, origin, or composition changes, the business must carry out a new self-declaration; other changes only require written notification.
