Scandal at the Grand Sunlake Project – Part 8

On 20 November 2025, hundreds of purchasers of apartments at the Grand Sunlake project once again took to the streets, carrying banners to protest against the developer Thang Long, An Phu Gia, and other related parties for their serious violations of customer rights.

According to Agreement Minutes No. 135 dated 2022 between Thang Long and An Phu Gia, Clause 1.6, Section I of the agreement stipulates that An Phu Gia must ensure that the sale of apartments to customers is associated with the completion of interior furnishings within the units.

However, in Notice No. 164 issued in 2024, Thang Long stated that, under the contract signed between Thang Long and An Phu Gia, the subject matter was the sale or lease-purchase of bare-shell apartments. Thang Long further asserted that An Phu Gia’s assignment of the contract to customers as fully furnished apartments exceeded the permitted scope of assignment.

Accordingly, the content of Agreement Minutes No. 135 and Notice No. 164 is contradictory: while the 2022 agreement requires An Phu Gia to assign and hand over fully completed apartments, the 2024 notice concludes that such assignment of completed apartments is beyond the authorised scope.

This inconsistency—“saying one thing and doing another”—constitutes deceptive practices toward customers, dissemination of false information about the project, and misleading conduct when dealing with assignees. These behaviours show signs of violating criminal law and consumer protection regulations, and have seriously infringed upon the legitimate rights and interests of the purchasers.
