At this stage, the company selects an appropriate legal form (commonly a limited liability company), registers business lines related to education and foreign language training, prepares the required dossiers, and submits them to the business registration authority. Upon being granted the Enterprise Registration Certificate, the company proceeds with seal registration, bank account opening, and completion of initial tax procedures.

Next, in order to conduct training activities, the enterprise must apply for an operating license for a foreign language training center. The licensing dossier focuses on demonstrating compliance with mandatory conditions, including an operational plan, curriculum, qualified teaching staff, adequate facilities, classrooms, equipment, and a lawful training location. The dossier is submitted to the competent educational authority for appraisal and on-site inspection.

Only after the operating license is granted may the foreign language training center legally enroll students and provide training services.
