The procedure for establishing a company providing travel and tourism services in Vietnam is carried out in two main stages: enterprise establishment and application for a travel service business license.

First, investors must select an appropriate type of enterprise, most commonly a limited liability company or a joint stock company, and determine the enterprise name, head office address, charter capital, and registered business lines in accordance with regulations on travel services. The enterprise then prepares the enterprise registration dossier and submits it to the competent business registration authority. Upon being granted the Enterprise Registration Certificate, the company proceeds with post-establishment procedures such as seal engraving, opening a bank account, tax registration, and fulfillment of related statutory obligations.

Next, in order to legally operate, the enterprise must apply for a domestic or international travel service business license, depending on the scope of operations. Key licensing conditions include the statutory security deposit, the appointment of a person in charge of travel business operations who satisfies the required qualifications and professional experience, and the preparation of a complete and valid licensing application. Only after the travel service business license is issued by the competent tourism authority may the enterprise officially provide travel services in compliance with Vietnamese law.
