DOMESTIC TRAVEL SERVICES
Travel service business is understood as the activity of designing, selling, and organizing the implementation of part or all of a travel program for tourists. By its nature, it is a conditional business line, closely associated with risk control requirements throughout the service delivery process.
In practice, the legal framework distinguishes between two primary models: domestic travel services and international travel services. Among these, domestic travel services play a foundational role but remain subject to strict regulatory conditions to ensure the operational capacity of enterprises.
To enter the market, an enterprise must be duly established, maintain a security deposit at a bank, and appoint a person in charge of travel services who meets the required professional qualifications or holds a relevant tour operation certificate.
These three conditions are not merely formalities; they directly reflect legal capacity, financial capacity, and professional expertise—key factors determining the ability to organize and control service quality.
From a procedural perspective, the application dossier for a license includes:
- an application form,
- the enterprise registration certificate,
-proof of deposit,
- documents evidencing the employment relationship with the responsible person, along with relevant degrees/certificates.
The competent authority will review and issue the license within the statutory timeframe, thereby establishing a pre-entry screening mechanism before the enterprise officially operates.
After licensing, the enterprise’s obligations extend beyond service provision to maintaining business conditions, publicly disclosing licensing information, ensuring customer safety, purchasing insurance, engaging licensed tour guides, and assuming full responsibility throughout the journey.
