The criteria for determining enterprise size by sector play an important role in the application of support policies, investment incentives, and state management. Under current regulations, enterprises are classified based on three core indicators: the number of employees participating in social insurance, annual total revenue, and total capital. These criteria are differentiated by sector to accurately reflect the specific characteristics of each type of business activity.

In the agriculture, forestry, and fisheries sector, a micro enterprise is defined as an enterprise employing no more than 10 employees, with annual total revenue not exceeding VND 3 billion, or total capital not exceeding VND 3 billion. This category typically includes household-scale production entities or newly established enterprises.

A small enterprise in the same sector operates on a larger scale, employing no more than 100 employees, with annual total revenue not exceeding VND 50 billion, or total capital not exceeding VND 20 billion. This classification enables authorities to design appropriate regulatory and support mechanisms and helps enterprises accurately identify their legal status throughout their operations and development.
